A cooperative society is defined by the International Cooperative Alliance (ICA) in its Congress held in Manchester in 1995 as “an autonomous association of persons united voluntarily to meet their common economic, social & cultural needs and aspirations through a jointly owned and democratically controlled enterprise”. The following seven principles were formulated in the Congress.
- Voluntary and Open Membership
- Democratic Member Control
- Member Economic Participation
- Autonomy and Independence
- Education, Training and Information
- Cooperation among Cooperatives
- Concern for Community.
Co-operatives originated in Manipur in the nature of Singlup, Thasi Marup, Purnima Marup etc. However, the formal cooperative movement started in the year 1939 with the extension of Indian Cooperative Societies Act, 1912 to Manipur. Shri Sanjenbam Nodiachand Singh, member of the Manipur State Durbar, was the first Registrar of Cooperative Societies, Manipur.
There are as many as 9278 Cooperative Societies with a membership of 739961 in the State of Manipur. The movement has now covered the whole State of Manipur. Different types of Cooperative Societies except cooperatives in respect of Water Management Cooperatives, Cooperative Hospitals, Tourism Cooperatives have been organised in the State.
Organisation Set up
The Registrar of Cooperative Societies, Manipur is responsible for the overall promotion and development of the cooperative movement in the State. He is appointed under Section 3 of the Manipur Cooperative Societies Act, 1976. Smt. Arambam Valentina IAS, is holding the post of the Registrar of Cooperative Societies, Manipur and is the 62nd Registrar of Cooperative Societies, Manipur
The Registrar of Cooperative Societies is assisted by a number of officers namely, Additional Registrar, Joint Registrars, Deputy Registrars, Assistant Registrars, Sub-Registrars, Inspectors etc. The present staff strength of the Department is shown under.

T. P. Cell was established during the year 1984-85 to speed up the construction works sponsored by NCDC on various schemes. The management was under the control of the Manipur Apex Marketing Cooperative Society Ltd. Now, it is under the supervision of the Registrar of Cooperative Societies, Manipur as Managing Director vide an order of the Government under No. 17/1/2017-Coop(TP Cell) dated 28/06/2017.
The objectives for establishing T. P. Cell are:
i) To supervise/monitor the implementation of development scheme, especially the civil works portion technically sanctioned by NCDC to the Cooperative.
ii) To execute department works of Cooperative Department, other departments and other Government and Semi-Government Institutions.
iii) To take deposit works of the Government, Central Government /Agencies Semi-Government Institutions and Cooperative Institutions.
At present T. P. Cell is actively working under the guidance and supervision of Registrar, Cooperative Societies as Managing Director and 4 (four) Executive Engineers having a staff strength of 79 staffs. Presently, the cell had taken up construction works of RIMS, Cooperation Department, Social Welfare Department, Ayush Hospital, Airport Authority of India, FCI, Jawahar Navodaya,Agriculture Department,Vety. Department etc.
ADMINISTRATIVE SETUP IN THE DISTRICTS:
Each District is under the control & supervision of one Deputy Registrar of Cooperative Societies who is designated as the District Cooperative Officer. He/She is also delegated with the power and function of the Registrar under Section 3 of the Manipur Cooperative Societies Act, 1976. He/She is responsible for the overall development of the Cooperative movement in the district.
The districts are divided into Zones and Assistant Registrars of Cooperative Societies is in charge of each Zone.
